Southern Province Police Commissioner Charity Katanga has said she will conduct an inquiry into allegations that Patriotic Front cadre Judge Ngoma fired live bullets to threaten United Party for National Development supporters that had gone to report vote buying activities to the police.
Asked whether she was aware of Ngoma’s thuggish behavior, Katanga said she will enquire into the matter and understand what had happened but confirmed the arrest of two UPND officials namely Cephas Buku 45, of house number 6564 Olympia Park in Lusaka and Taphen Mulongo 45 of house number A 66/6 Shikoswe Kafue who are charged with abduction.
An eye witnesses has insisted Ngoma fired in the air in pursuit of UPND supporters that rushed to Livingstone Central Police to report vote buying. Canaan Kabunda (in the picture) narrated how he became terrified when Ngoma fired at them en-route to report malpractices to the police station.
However, Katanga turned the story upside down and heaped the blame on UPND claiming they had abducted a PF cadre and that police has since arrested two UPND cadres for abduction and were detained in police custody.
According to Katanga, she had gone to conduct a spot check of the activities in the polling stations around Livingstone and started with Kasiya Ward around 09:40 hours. She said around 11:00 hours she received a report of confusion erupting at the Central Police.
Katanga said when she returned to the police, she found a case of assault occasioning bodily harm and battery. She said a PF cadre identified as Gibson Lubalaba, 34 of 214 Dambwa Site was allegedly abducted around 10:30 hours in Dambwa and was taken to Zambezi Community School via town and the abductors stole his mobile phone then beat him up. He said the abductors used a grey Toyota Corsa.
However, a check at Livingstone Central Police revealed that the tyres of the Corsa were deflated by PF cadres at the police in full view of the officers. The mechanics who were replacing the deflated tyres were just readying to drive out because the car has not been impounded.
To the contrary, Katanga claimed the PF cadres who was abducted claimed to have spotted UPND cadres dishing money to cadres and when he took pictures of them, they called him and made him get into the car and drove off in a Toyota Prado registration ALH 6680 which was occupied by about three people.
When asked how he identified them as UPND supporters, Katanga said they claimed to be polling agents for UPND. When asked further if she had photographic evidence against the two UPND supporters as claimed by the PF cadre, Katanga said the phone that was used to take pictures has been stolen.
But Kabuka insisted they saw a light skinned lady and another gentleman dishing out money to voters. He said a fight ensued as PF cadres noticed that they headed to the police where they eventually run to for protection but that the PF cadres kept fighting in full view of officers.
“I am telling you I was there and this is strange. We picked one of the cadres who were dishing out money to report him to police. When the group of Ngoma saw that were going to police, they pursued us and I could hear him shooting bullets in the air from Zambezi to Central Police, about seven kilometers. When we reached police and about to report, the PF cadres started beating our supporters in full view of the police officers. Instead of charging the PF cadres, they changed the story and arrested our supporters for abduction. I am telling you I’m shocked at what this country is turning into. It’s unbelievable.”
