US, EU Sanctions Kabila’s Top Aides As DRC Tension Rise

joseph_kabila_president_elections_rd_congo_zThe United States and the European Union have issued sanctions on Democratic Republic of Congo President Joseph Kabila’s top aides.

Evariste Boshab and Kalev Mutondo, both influential figures in the regime, will be sanctioned from a lot of privileges. They are said to be among operatives behind threats on private citizens and opposition leaders wanting Kabila to cede power when his mandate expires on December 19, 2016.

The EU decision is premised on “the deadlock in the country due to the failure to call the presidential elections by the constitutional deadline of 20 December 2016”.

Article 4 of the attached describes the visa sanctions and Article 5 describes the terms of financial sanctions.

Article 9.7.2 shows that the sanctions will only apply until December 2017, in which they can be renewed if needed. Pages 7-8 include a chart with all of the sanctioned individuals and their known aliases, including: Ilunga Kampete, Gabriel Amisi Kumba, Ferdinand Ilunga Luyoyo, Celestin Kanyama, John Numbi, Roger Kibelisa, Delphin Kaimbi.
