State House Asks Police To Investigate “Fake News”

State House spokesperson Amos Chanda has written Inspector General of Police Kakoma Kanganja to team up with ZICTA and investigate the source of fake news particularly linked to Plot One.

In a letter dated January 4, 2018, Chanda says proponents of fake news aim at fostering lawlessness on a mass scale and must be brought to book immediately.

He says he has been a victim of forged statements attributed to his office that were totally false and misleading thereby causing distress and panic among individuals and businesses.

Chanda’s statement could be the beginning of a vicious crackdown on online outlets and citizens seen critical to the government.

Yesterday, a medical doctor in  Mongu, Western Province was jailed for three years for defamation of President Edgar Lungu and creating fake social media accounts.

Dear Sir,

RE:​FORGERY AND UTTERING OF STATE HOUSE STATEMENTS

Between the period towards the 2016 General Elections and now, a number of false statements have been generated and issued in the name of State House, particularly under my name (AMOS CHANDA) under the designation of SPECIAL ASSISTANT TO THE PRESIDENT, PRESS AND PUBLIC RELATIONS, STATE HOUSE.

Despite the structural and professional deficiencies inherent in these forgeries, several individuals and businesses are nevertheless getting distressed and thrown into panic believing these announcements are official bulletins from the State House Press Office. It is therefore an urgent imperative that a thorough investigation is carried out and decisive action taken to forestall this irresponsible and criminal behaviour which has a real danger to disrupt public order.

You may wish to note, Inspector-General, that this phenomenon notoriously known as “fake news” is a global concern. This cyber-bullying tactic by devious individuals is aimed at fostering lawlessness on a mass scale. That is why this problem has gotten the attention of many governments who are taking steps to control it. In France for instance, stringent laws have been announced by the President this week to crackdown on this criminality.

The digital media space offers great promise as a democratic platform with unlimited possibility. Conversely, this platform poses great risk not just to human security and protection of public and private property, but also threatens social cohesion by promoting hate speech and other illiberal values using the false comfort of the amonimity of the cyber space. Therein lies the existential threat against various facets of life because cyber bullying alters power relations in favour of the invisible enemy with unlimited power against a hapless target without any hope of redress at a personal level.

State institutions such as yours are therefore required to act decisively to forestall or eliminate all together, this rampaging criminal behavior. The phenomenon of fake news and cyber bullying must be taken seriously by all stakeholders because in other jurisdictions these have led to such unfortunate incidents as suicide among vulnerable targets especially young people and women.

State House believes legislation exists for police and ZICTA to be able to control this hideous crime.

    Where is freedom of expression? There are people who critise the head of state on private medias , what have you done so far to them? This is just the chasing of the wind. Zambia is democratic country and not demonic country please. Just arrest those who are abusing your rights and not for the issues that matters the democracy.

    DISGRACED State House Aide Kaizer Zulu his counterpart Amos Chanda, Home Affairs Minister Stephen Kampyongo and Minister in-charge of National Development Planning Lucky Mulusa on Tuesday night celebrated the arrest of UPND President Hakainde Hichilema in style at a pub on 8 Reedbuck road in Kabulonga.
    The four senior PF officials took turns boasting how they had made sure they had fixed the opposition leader and how they were controlling state institution.

    The officials who were in the company of another mercenary, Lewis Mosho and some former Post Journalist and what looked like prostitutes, drunk the night out and only left 8 reedbuck after midnight.
    “Natuka chita ka cikala…kalemona kwati ni ka President nako. In fact Ba (kakoma) Kankanja is very weak if I didn’t direct him upto now that ka cikala would still be enjoying the comfort of his house,” Kaiser Zulu was heard bragging before Kampyongo interjected,
    “Awe kachepa sana. We are in charge …we are serious operatives. In fact kulefwayika fye kafwile mu jele. Ni mweba Amos you are too soft this should have been done immediately we came from Mongu,” said Kampyongo.
    However Chanda who was seemingly concerned about the media backlash said he had already instructed the public media to stop any form of coverage.
    “We need to manage what comes out of the media…otherwise abantu must not be fed on this ka HH. We discussed naba Mwamba how we must handle the who thing. We managed to turn the incident in Mongu against UPND. A ka perfect opportunity presented itself kaili nomba balamba ukupapata and they will now recognize P1 as President,” said Chanda.
    Chanda who was drinking Savannah dry, also mocked the UPND vice president GB Mwamba.
    “Chilya chipuba chi GBM instead chibwele twise lya nacho,” Chanda said.
    Meanwhile sources at 8 Reedbuck revealed that the four were regular customers who were servicing huge bills.
    “These are our regular customers here. Some times they come here and in one night they can even spend K18, 000 on alcohol. They like to drink these expensive whiskeys like Jameson 21, just the fine the beers,” said the source.
    On Monday evening police brutally attacked opposition UPND president Hakainde Hichilema’s family beating up workers and his children before they teargased the family.
    Mr. Hichilema has since been arrested and is likely to be charged with treason today, a charge many have described as tramped up and meant to intimidate him.
    Lungu is emerging as one of Africa’s most brutal dictators. Because of the many atrocities he has committed he is currently in the process of manipulating the constitution for a further extension of his hold on power. During his tenure critical media have been closed down forcing the proprietor of the Post Newspaper to flee into exile. Any oppositing view is met with brute force as what has been happening to the Law Association of Zambia. Just like many dictators, Lungu has hired some “fake” church leaders like Pukuta Mwanza to speak for him.

    It has come out of hand were everyone who seems to disagree or not in the same view as of the govt resort to uttering false statements in order to alarm the situation or indeed start insulting or issuing hate speech which is intended to breech the natural peace of the community or the nation at large.
    Perpetrators of this vice have to be tamed in some way,or else we might lose the God given Peace we cherish so much for all this long of the existence of our country under One Zambia, One Nation

    I agree with state house on the issue fake news that truly should be investigated thoroughly. It is this same fake news that has in many cases destroyed so many people’s lives both ordinary and public figures at large. The same fake news has been part of business to some people who even trade on it as they are beneficiaries. Let Zambia be on top of it at least and let culprits be brought to book urgently.
