Antonio Mwanza: Printing Ballot Papers In Zambia Is The Right Thing To Do

Ballot papers for the 1991 elections that removed UNIP and ushered MMD in power were printed right here in Zambia at Government Printers opposite Zamtel near Lusaka’s fly over bridge next to Levy Mall.

Since then Zambia has been printing ballot papers abroad at a huge cost. Last year’s ballot papers were printed at a collosal sum of 3.8 Million US Dollars that doesn’t include other costs such as transport, security and so forth. This staggering amount could have gone a long way in uplifting the social and economic conditions of hundreds of thousands of people if it was injected in the productive sector of the economy. This money is enough to sort out the accommodation crisis at UNZA and CBU.

Therefore, the decision by Government to print locally, ballot papers for the 2021 general elections is timely and very progressive for it will result in revenue savings and creation of jobs for young people who will be employed in the printing department, procurement, security and supply of various sundries required to print ballot papers; even IT specialists will be employed to provide the match needed designs and security features. Further, the savings will be injected in the productive sector of the economy to enhance social mobility of our people.

And like the President said, those who cry rigging must come forth and avail their fears so they can adequately be addressed.

Moving forward we must be advocating for electronic voting and electronic transmission of results in the forseeable future because we can’t, 53 years after our nation’s independence be spending 5 days counting and transmitting election results when nations that are much younger than us have migrated to electronic voting.

We must come together and find amicable ways of confronting and dealing with the legitimate fears of electronic voting and forge ahead with progressive innovations and ideas.

Over $17m borrowed has had not affected me positively, I am surviving on sale of veggies, cannot still not send children to school, eat once a day etc. You are all cheats and you have joined in cheating.     Let us thank God for the leadeship he so far has given us and ask him to help them to think about the poor in earnest. God put leadership in place to operate as transparent as himself. God wants leadership to share resources equitably. God wants the leadership to listen to people opposing their style of governance. Personally my prayer is for the leadership to take control of resource distribution because I have lost hope on whether I will get my benefits before I die. I say so because there is no system that ensures that one is likely to get paid sooner or later it’s all in disarray. People who retired after me have been paid while I am still waiting. When retirement is supposed to give people hope here in Zambia it’s agony and a death trap because one is likely to die from hypertension or its complications. What makes it difficult for the government to monitor how money for terminal benefits is being paid by various departments or ministries? It is disturbing to see very junior officers left to control huge sums of people’s terminal benefits and deciding on who is to be paid. Recently it was discovered at UTH that such people deposited money for benefits into their own bank accounts and that some payees were from recent lists while earlier retirees remain in limbo. My request is for the MOF to take control of these lists. Surely how does the government hopes to reduce internal debt, empower ctizens and promote entrepreneurship out retirees who out of hundreds of thousands of kwacha owed are paid K10,000 or less periodically. This the reason the lists of people owed never end and a loophole for theft by civil servants. At the end of the day the leadership is blamed. “Nkhuyu zodya mwana zidapota makolo.” God help our President, his cabinet and the civil service to run Zambia according to your will.
