Kanganja Regrets Thieving Cops’ Behaviour

The Inspector General of Police Kakoma Kanganja has had his say on the four thieving officers that were caught red-handed taking bribes from motorists along Mungwi Road.

Kanganja has toed a strong line warning of sterner action against any more corrupt cops.

STATEMENT FROM THE OFFICE OF THE INSPECTOR GENERAL OF POLICE

I wish to state that what happened yesterday on Mungwi Road where four traffic Police officers from Matero Police who had mounted a checkpoint failed to account for money which was found on them by the Lusaka Province Minister Hon. Bowman Lusambo is shameful and an embarrassment to the institution.

The four officers involved in the corruption allegation were immediately suspended yesterday and further investigations into the alleged corrupt practices have been instituted. This should serve as a warning to all other officers in the system that my command will not support any corrupt activities among police officers.

Any misconduct involving police officers will not be taken lightly but will ensure that all those involved are dealt with in accordance with the law.

Being a law enforcement agency, Police Officers are expected to be above board and are mandated to enforce the law with dignity.

I will ensure that punitive action is taken against the officers involved and any other officer that will be found wanting.

In order to address Corruption allegations against Police Officers, my command has introduced a Direct Deposit System where fees and fines on all contraventions are to be directly deposited in Bank accounts. This system has been rolled out to Lusaka, Central and Copperbelt Provinces and will soon be rolled out to other parts of the country.

This was with a view of reducing the tendency of money exchanging hands at the point of duty. I therefore appeal to all erring motorists in all areas where the system has been rolled out to ensure that they avoid paying money to police officers but deposit directly in the bank.

For this system to be effective, it will require the cooperation from members of the public.

    What is the work of OP what I know if corruption is going up the intelligence system is also not effective. Most of these will be out of the system or forced to change.
    Look at lands,immigration, police,mines,labour,Zesco,etc from top to sweepers everyone is involved.
    To me intelligence has not helped the nation and need to shakeup the system.

    Advice to ID corruption will never end reason why is that the traffic charges are very high people will choose to pay k50 interested of going to k300 on a simple defect like a brake light costing k5 reduce the charges to reasonable amount and come up with a rule that if you are found with the same defect which you last time paid for and you did not correct the defect you should be asked to pay double the amount . in this way you will end corruption

    It’s not just those traffic officers only who r corrupt, for years we have been driving all the offence we have been caught for are not receipted, I have been to central police to get a police report, and I was issued with photocopied police report which was taken off from the personal police officers file from his bag. The money I paid went to his pocket without a receipt. So corruption is all over the police service

    Corruption will now be worse.The corruption in the Zambia Police needs cool headedness otherwise telling the public to pay for traffic offences through the bank will make it worse because it opens the door for rhe offender to negotiate for a lower amount to be paid straight to the Police officer without the issuance of an official receipt. I advise the IG to go back to the drawing board and do a better job.Consult widely even from other Police forces like the renowned RCMP (Royal Canadian Mounted Police) I am sure they will be ready and willing to help if you approach them with a Frank and open heart.They are one of the most reputable police forces in the world as of today and also very old.

    Immigration, please go in companies, most of workers are from DRC and Zimbabwe. To my surprise, they have green NRCs and passports, drivers licences, please lets be responsible. Check on all drivers in s olwezi transporters, copperbelt, u will even hear there accent that they are foreigners. They are people taking our jobs. Please immigration officers mount many road blocks day and night.

    Foreigners who obtain NRCS get them easily because of our weak laws regarding the process.A foreigner who picks an NRC hanging on the notice board of some public office or indeed on a mini bus claiming that he or she knows the owner is very common in Zambia. After getting the lost -but found NRC he or she takes down the number and destroys it.Later he or she travels to some other town and applies for a new NRC after claiming that the original got lost.To get a Police report is very easy, one just pays K10.00.Then, the foreigner gets his or her NRC! Language is not a problem as long as one can speak one of the common local languages.Mean while the genuine owner of the lost NRC also goes to report about the loss of his or her document and also gets a police report and later gets a new NRC.This is why we have two people with same particulars even during elections! But so far I have not heard of anyone who has been arrested for this offence which is straight forward. The police of today appear to be what we the old ones used to call Uniform carriers.They carry big ranks on their shoulders but, alas! very inefficient and very little knowledge of police work.It is a shame really.

    As far as I know a heavy police fine is not a deterrent for offenders to repeating the same offence because an offender should pay only once for the same offence. If he repeats the same contravention,he is supposed to be taken to court and appear.And the court would determine his fate.If this procedure was followed I am sure the Police could be on holiday for most of these common offences. The problem here is that most of the officials are beneficiaries of these evil acts. They actually are the ones encouraging the officers to steal so that they share.
