FIC Chair reveals Threats on Staff

Chairperson of the Financial Intelligence Centre, John Kasanga, has revealed that some members of staff have received threats on their lives from people whose questionable financial transactions were being tracked.

Kasanga during a programme n Prime TV last night that FIC did not deal in raw information but well-concretised intelligence such that some of those involved in wrong doing resort to issuing threats on the Centre’s personnel.

The Drug Enforcement Commission last week rubbished the FIC 2018 Trends Report, with its commissioner Alita Mbahwe alleging that most of what was contained was inconclusive.

“These people who commit such crimes deal with a lot of money. They would rather clamp down on those likely to expose them. They [FIC staff] are exposed to threats on their personal lives; sometimes direct threats. Because they are focused on working for this country, they risk their lives,” Kasanga disclosed.

“It is extremely important that we all work towards a common objective of getting [reducing] these crimes. The FIC does not disseminate raw data nor does it include raw data in its Trends report.”

He asked President Edgar Lungu and his ministers in government to support and protect the institution as well the work it is doing because it belongs to the state.

The FIC has come under criticism from government officials and the Drug Enforcement Commission for its revelations of suspicious transactions in the 2018 Trends Report amounting to K6.1 billion.

Owing to this, Kasanga feels those cited to have committed wrongs feel protected when government officials criticize the work of the FIC.

“I would urge everyone, including his excellency the President and ministers, you may have problems with the FIC [but] it is your institution. Protect it…It is an institution set up by government to work for the good of Zambia,” Kasanga said.

“We receive a lot of suspicious reports but not all of them result in dossiers. Where it is established that there is a prima facie offense committed, information is packaged with the details of those involved and we give relevant law enforcement agencies that act on them.”

He also revealed that President Lungu had been very supportive of the work of the FIC.

“He has challenged law enforcement agencies not to wait for him but act on corruption. It is the role of investigative agencies to investigate corruption, not FIC. We are an administrative financial intelligence centre,” Kasanga said.

He also talked about the politically exposed person alleged to have built 49 houses from suspected proceeds of crime as highlighted in the FIC report.

“The names those houses are registered under are there. FIC is blind when it comes to affiliation of a person involved. We follow the money. If a crime has been committed, a crime has been committed. Let’s not talk about who has committed a crime,” said Kasanga.

    The only way Zambia will be free from crime being handled with lukewarm style is only when all the court judges, the minister of justice, and all the heads of the law enforcement agencies are not appointed by the president and this is the only cure for delayed investigations,mishandled cases in the manner of animal farm.

      FIC should be protecting their employees by only giving the data to law enforcement wings which have powers to prosecute so that the criminal doesn’t realize what hit him/her

    First of all the Drug Enforcement Commission’s commissioner no wonder not interested it sims a non Zambian who may not be concerned with other family battle if possible dismisse Alita Mbahwe I can’t understand why non Zambians are destroying the country but Zambians are at fought this is rubbish useless check all working class officers and put reasonable people on important posts for well development in the country learn from chiefdoms how they run their affairs don’t select anyhow as long you shared one plate one day no I think we will learn to protect what is our by selecting Zambians who are capable of making Zambia a good state when we grow like America thats when we can select anyhow because every corner is strong no one can shake it I hope the next president will cleanse Zambia thankx

    It will be best to give the FIC prosecutory powers; owing to the incompetence and inefficiency in Zambia’s LEAs.

    DEC has already jeopardised the investigations as it has already rubbished the allegations, instead of taking the wrong doers to court. It has to declare interest in handling the cases,mor the sake of impartiality, professionalism and transparency. The cases now ought to be handed over to ACC or an independent Investigator. Failing to which DEC Commissioner must be retired in national interest and for professional misconduct. As Investigators don’t give personal opinions, but base their reports of factual findings. The attack on FIC was unprofessional. Not befitting an Investigator. Please acclimatise yourselves with the Uniform Guidelines For Investigators.

The maths and general science papers had been stolen and leaked in Luapula Province. At the time I went to Form one at Hill Crest Technical Secondary School, there were 25 boys who came to Form one at that school from one primary school. Some like the ones I was with could not the English text book. This information is to help us understand how far Zambia has drifted down the midiocrity

Some like the ones I was with in same class, could not read the English text book. This information is to help us understand how far Zambia has drifted down the integrity mediocrity line. For instance; the government creates an institution called FIU which in 2018 produced a controversial a FIC report and submits to some high authority. Instead of blocking it’s publication, the authority procrastinates. The report is published alleging abuse of public funds by individuals within government systems. Does this call for fighting or recommending investigations so that those cited prove their innocence. Alternatively, ask the FIC to withdraw the report apologise and discipline the Head of that unit for insubordination. However, the problem is the fluidity of the report which has been spilt. It is not like the beans which can be picked and stashed somewhere. The splashes can’t be removed without peeling the skins of the stained victims

    Hello I still think fic was wrong to put the report in the public domain they said just accept there wrong by not following there ethics and the Dec boss is right because as an investigative wing how do you tackle issues which has been warned already because even the police does not warn the criminal that we will arrest so the investigative wings are pushed in the corner so fic should just say sorry because they have made investigations difficult for the wings since no evidence will be found
